Floating Vertical Toolbars

Check out this floating left toolbar. Scroll down the page in order to see it in full effect. Could this be interesting for a utility nav?

One of the things that ticks me off most is how hard it is to find a media kit or advertiser information on a Web site. The subscribe link is also often buried. Could this be a way to punch up the volume on the prominence of those links?

I dunno...personally, I find anything that slides along the side of the screen as I scroll down rather distracting. But it's still an interesting idea. I wonder if this would ever work on a more cleanly designed page?

I'd have the most clicked on links in the floating nav bar instead of the utility nav.
